Who must file a tax return?
All residents of the Village of McConnelsville or persons working in the Village who do not have their taxes withheld by their employers are required to file a return as per Ordinance 15-28, unless an exemption has previously been filed. FAILURE TO FILE WILL RESULT IN A DELINQUENT ACCOUNT.
Requirements for filing:
Individuals and businesses are required to file their annual return for the preceding taxable year by April 15th of each year. Declarations of estimated income for the current year are required to be filed and the first quarter payment is due by April 15th of each year. If the return is made for a fiscal year or any period less than a year, said return shall be made within four months from the end of each fiscal year or other period.
What is taxable?
All income earned, in whatever form, is taxable for purposes of McConnelsville’s Income Tax unless specifically excluded.
Non-Taxable Income:
Poor relief, unemployment insurance benefits, supplemental employment benefits, old age pensions or similar payments received from local, state, or federal governments, charitable or religious organizations, proceeds of insurance, annuities, workman’s compensation insurance, social security benefits, pensions, compensation for damage for personal injuries and like reimbursement, not including damage for loss of profits, compensation for damage to property by way of insurance or otherwise, interest and dividends from intangible property, and Military pay.
Credit Paid to Other Municipalities:
Every individual taxpayer domiciled in the Village of McConnelsville who is required to and does pay, or has acknowledged liability for, a municipal tax to another municipality on or measured by the same income, qualifying wages, commissions, net profits or other compensation taxable under this ordinance, may claim a nonrefundable credit upon satisfactory evidence of the tax paid to the other municipality. The credit shall not exceed one-half percent (.50%) of the income taxable to the Village of McConnelsville.
Extensions:
If you file a Federal Extension, a copy of the extension must be filed with the McConnelsville Income Tax Office by April 15th.
